Aug. 19 - A man in Germany took several people hostage inside the provincial townhall where Chancellor Angela Merkel was due to hold a speech. Rough Cut (no reporter narration).

ROUGH CUT (NO REPORTER NARRATION) STORY: A man has taken several people hostage in the townhall of the southern German city of Ingolstadt, just hours before Chancellor Angela Merkel was due to hold a speech in front of the building, police said. Police added the man said he was armed. They were were in contact with him by telephone although he had not yet made any demands as of Monday afternoon local time. Authorities evacuated the building and closed off part of the town. There was no sign of a connection with Merkel's visit, police said. The offender is known for harassment of townhall staff and stalking.
