A watchdog group monitoring the wrecked Japanese nuclear plant Fukushima says it fears the extent of the disaster is increasing beyond the plant operator's ability to deal with it.
At least one tank at the facility is leaking water with dangerously high levels of contaminated fluid and the group says there could be others.
A spokesman for the Nuclear Regulation Authority (NRA) said the agency is debating whether to use an international scale for radiological releases to upgrade the severity of the crisis from a level 1 "anomaly" to a level three "serious incident".
Officials say water leaking from tanks at the plant is so contaminated that a person standing just 50 centimeters away would receive five times the annual limit of radiation exposure for nuclear workers in just one hour.
