The view from this rooftop temple in the Chinese city of Shenzen is spectacular.
But residents of the apartment block below say it's illegal.
There are fears the added weight might pose a threat to the stability of the building.
Chen Jiatao is chairman of the housing management committee.
It's the first time he's been up here because although it's supposedly a public space, it's usually locked.
He says his predecessor warned him there was nothing he could do about the illegal construct because of the owner's political connections.
(SOUNDBITE) (Mandarin) RESIDENT AND CHAIRMAN OF HOUSING MANAGEMENT COMMITTEE, CHEN JIATAO, SAYING:
"He said to me, 'Oh my - don't you know? This person is an official, he has friends in high places.' - So it's useless."
And this isn't the only controversial rooftop structure in China.
The owner of this luxurious mountain-style villa in the capital Beijing has been ordered by the government to knock it down.
