ROUGH CUT (NO REPORTER NARRATION) President Obama is meeting with leaders of Congress to discuss how the United States will move forward on Syria. He's urging Congress for a prompt vote on his resolution to authorize limited military strikes in Syria. Obama says the U.S. has "high confidence" Assad used chemical weapons to kill innocent civilians, violating an international norm. He says Assad's actions pose a serious risk to the security of the United States and to the region and Assad must be held accountable for his actions. Obama went on to say that while he stands firm on his decision that the U.S. should take action against Syria, he believes the nation will be much stronger if Congress is involved in the process. The President emphasized the plan he is envisioning is limited in scope. The president says there will be "no boots on the ground," and he says it will not be another war like Iraq or Afghanistan.
