ROUGH CUT (NO REPORTER NARRATION) STORY: U.S. Secretary of State John Kerry welcomed a European Union statement on Saturday (September 7) that said there appeared to be strong evidence that the Syrian government carried out a chemical attack on civilians in August. "We are very grateful for the statement that came out of the meeting today with respect to Syria -- a strong statement about the need for accountability, and I am particularly grateful for the president's comments to me earlier this morning and the foreign ministers' support for the efforts to hold the Assad regime accountable for what it has done," Kerry said after meeting EU foreign ministers in the Lithuanian capital Vilnius. The EU's foreign policy chief Catherine Ashton said on Saturday the EU's 28 nations agreed that available information seemed to show that the Syrian regime perpetrated the attack. But they stopped short of lending support to military action proposed by the United States and France. Washington says the August 21 attack killed more than 1,400 people.
