At the White House, and all around Washington, American flags remain at half staff. It's to honor the 12 people killed in a shooting rampage at the Navy Yard by 34-year old government contractor Aaron Alexis. Memorial services, like this one with Secretary of Defense Chuck Hagel, are meant to let the healing begin. But they don't answer the question among the shooter's friends and family -- why? Alexis' brother in law, Anthony Little: SOUNDBITE: ANTHONY LITTLE, SUSPECT'S BROTHER IN LAW, SAYING: "I didn't really hear anything that would make me fell as a newcomer to the family that somebody should be watching him." SOUNDBITE: MICHAEL RITROVATO, SUSPECT'S FRIEND, SAYING: "Nothing of this magnitude, it's not making much sense to us." SOUNDBITE: KRISTI SUTHAMTEWAKUL, SUSPECT'S FRIEND, SAYING: "I didn't want him to get discouraged but obviously he got discouraged about something I just wish I knew what it was." Alexis was arrested in Seattle in 2004, for shooting out a construction worker's car tires in fit of rage, according to police. A federal law enforcement source told Reuters Alexis had a history of mental problems but gave no details... all leading to more questions than answers as to what fueled the latest shooting rampage in the U.S..
