Oct. 11 - White House press secretary Jay Carney says talks with Republicans have been constructive, but President Obama won't agree with linking the threat of default to budget negotiations. Rough Cut (no reporter narration).

ROUGH CUT (NO REPORTER NARRATION) The White House says there is no deal yet with congressional Republicans on raising the debt ceiling and reopening the government, although talks have been constructive and lawmakers have said defaulting on the debt is not an option. "There is an indication anyway, of a recognition, that we need to remove default as a weapon in budget negotiations," Carney said.
