It was a rough weekend for the government's already troubled healthcare website.
The application section of healthcare.gov crashed on Sunday from an internet outage.
The continuing problems are a major source of frustration for people trying to sign up and for lawmakers in Washington.
SOUNDBITE: DEMOCRATIC SENATOR JEANNE SHAHEEN FROM NEW HAMPSHIRE, SAYING:
"The rollout has been a disaster."
Health and Human Services Secretary Kathleen Sebelius will be on the hot seat this week.
She's due to testify at a hearing on Wednesday where lawmakers are expected to ask tough questions on why the problems weren't noticed before the launch.
The White House maintains the website will be fixed by the end of November.
