Jan. 17 - Gov. Jerry Brown calls on Californians to conserve water after he declares a drought emergency for the state. Rough cut (no reporter narration).

EDITORS PLEASE NOTE - AUDIO QUALITY AS INCOMING ROUGH CUT (NO REPORTER NARRATION) California Governor Jerry Brown declared a drought emergency for the parched state on Friday, allowing him to seek federal help as the state faces its third dry winter in a row. California has just completed what may turn out to be the driest year on record in many areas, leaving water reservoirs with a fraction of their normal reserves. Gov. Brown urged Californians to conserve water by 20% to help deal with the drought. "Hopefully it'll rain eventually, but in the meantime we have to do our part to make it easier to transfer water from one part of the state to the other so farmers particularly those with permanent crops can keep them alive," said Gov. Brown.
