ROUGH CUT (NO REPORTER NARRATION) A three-alarm fire burned through a recycling plant in Montebello, California Friday, as the state also battled wildfires and drought. Large bundles of paper, cardboard, and other recyclable material were seen burning, as firefighter climbed atop stacks to spray water on the flames. Authorities had no immediate explanation about what caused the blaze. The recycling plant was located in a community about 22 miles from Glendora, where a wildfire threatened homes. California Governor Jerry Brown declared a drought emergency on Friday, a move that will allow the parched state to seek federal aid as it grapples with what could turn out to be the driest year in recorded state history for many areas. The dry year California experienced in 2013 has left fresh water reservoirs with a fraction of their normal reserves.
