ROUGH CUT (NO REPORTER NARRATION) The White House on Friday (February 21) welcomed a deal aimed at halting bloody clashes between government forces and protesters in Ukraine, but said the United States remains prepared to impose sanctions if needed. "We consider this a positive development, mindful of the fact that the agreement one thing, implementation is another," said White House spokesman Jay Carney. "We are not ruling out sanctions to hold those responsible for the violence accountable, especially should there be further violence or violation of the agreement, but right now we're focused on implementation of the agreement," Carney said. Senior U.S. officials had been preparing new sanctions to impose on Ukraine's government after dozens of people were killed in Kiev during mass demonstrations this week. Carney said details of the agreement are consistent with what U.S. President Barack Obama has been urging.
