March 10 - Russian FM Lavrov says Russia has proposals to bring Ukrainian ''situation'' into the framework of international law. Deborah Lutterbeck reports.

Dozens of volunteers are sworn-in as members of a new pro-Russian Crimean Special Forces Unit. The new recruits are being charged with securing order leading up to the March 16 referendum to decide whether the Ukrainian region becomes part of Russia. Russia's bloodless seizure of the Crimea region of Ukraine has brought U.S.-Russian relations to one of their lowest points since the Cold War. As Russian Foreign Minister Sergei Lavrov sits down with President Vladimir Putin, he offers a proposal. (SOUNDBITE) (Russian) RUSSIAN FOREIGN MINISTER, SERGEI LAVROV, SAYING: "We are not passively taking advice from our colleagues. We have prepared a counter-offer, together with members of the Security Council of the Russian Federation. It aims to bring the Ukrainian situation into the framework of international law, which would consider the interests of all Ukrainians, taking into account the deep state crisis in this country." The U.S. held out the possibility Monday that U.S. and Russian foreign ministers could meet this week about Ukraine, but says Washington needs to know Moscow would engage seriously on a diplomatic solution.
