ROUGH CUT (NO REPORTER NARRATION) Speaking at a University Town Hall meeting Tuesday at the U.S. Department of State, Secretary of State John Kerry gave university students from around the country a breaking news lesson on international events. He weighed in on the day's events in Russia, a passionate political speech from Russian President Vladimir Putin, and the fact that Putin and Crimean leaders have now signed a treaty they say allows Crimea to secede from Ukraine and become a part of Russia. (SOUNDBITE) JOHN KERRY, U.S. SECRETARY OF STATE, SAYING: "I must say, I was really struck and somewhat surprised and even disappointed by the interpretations and facts as articulated by the President (Putin). With all due respect they really didn't jibe with reality or what's happening on the ground, and the president may have his version of history but I believe he and Russia for what they have done, are on the wrong side of history. " "There is well established law about countries succeeding from parts of their own country which is supposed to happen by their constitution and legal process and if that's not available certain rights exercised in international community but not at the butt of a gun, with a bunch of troops coming into a country to augment troops already there and then have the President of that country suggest there were no Russian forces in Crimea. "So we need to deal with reality as we go forward here. And it's very dangerous to see this rise of a kind of nationalism that is exercised unilaterally to the exclusion of the international process in ways that can really be dangerous.
