The town of Cheltenam in England is home to Britain's spy agency. But it looks like a covert operation has taken place right under Government Communications Headquarters' noses. And it's thought to be the work of street artist, Banksy. It's a spoof on recent government spying scandals exposed by former U.S. National Security Agency contractor, Edward Snowden, who said that Britain's agency, GCHQ tapped fiber-optic cables carrying international phone and internet traffic and is sharing vast quantities of personal information with the NSA. Seems they weren't privy to this message, though.
