WARNING--AUDIO AND VIDEO QUALITY AS INCOMING ROUGH CUT (NO REPORTER NARRATION) Oklahoma Governor Mary Fallin ordered on Wednesday (April 30) an independent review of the state's execution procedures and protocols following the botched execution of inmate Clayton Lockett. Lockett died during a botched execution on Tuesday, minutes after a doctor had called a halt to the procedure, raising more questions about new death penalty cocktails used by the state and others. "I believe the death penalty is an appropriate response and punishment to those who commit heinous crimes against their fellow men and women," Fallin said at a news conference. "However, I also believe the state needs to be certain of its protocols and procedures for executions and that they work." Thirteen minutes after a doctor administered a lethal injection at the state's death chamber in McAlester, Lockett lifted his head and started mumbling. The doctor halted the execution, said state corrections department spokesman Jerry Massie. Lockett died of an apparent massive heart attack about 40 minutes after the procedure started, Massie added. The three-part review will focus on the cause of Lockett's death, whether or not the Department of Corrections followed the current protocol for executions, and new recommendations to improve execution protocols for the department of corrections. "I expect the review to be thorough and will be the first step in evaluating the state's execution protocols," Fallin said.
