A monitoring group says this video was taken Thursday just after government warplanes attacked a busy market in a rebel-controlled district. Activists in the area say the death toll was as high as 40 and that dozens were also wounded. It's one of several videos posted online on Friday showing the conflict in Syria and which Reuters can't independently verify. The violence follows Monday's announcement that President Bashar al-Assad will seek a third term in a June election. On Friday, state TV said two car bombs in the central province of Hama killed 18 and wounded at least 50 more. The governor says it's the work of terrorists, the term the government uses for rebels fighting to oust Assad from power. (SOUNDBITE) (Arabic) HAMA GOVERNOR, GHASSAN KHALAF, SAYING: "We say this is all in aid of stopping people from going out. But we say to them, always and forever, we will go and we will elect the person that has always and consistently defended and protected this nation." Diplomats and activists say a rebel offensive is underway to ease a government siege east of the capitol Damascus. It's brought the fighting closer to the last declared stockpile of Assad's chemical weapons.
