Pro-Russian separatists in the self-proclaimed Luhansk People's Republic won't relinquish control of border checkpoints with Russia. They say they'll continue to hold their positions -- despite Kiev's demands that they hand over control as a condition of a government ceasefire. In Donestsk, one rebel leader went a step further --- calling on government troops to surrender, or join the separatist ranks. (SOUNDBITE) (Russian) DEPUTY CHIEF OF SUPREME COUNCIL OF SELF-PROCLAIMED DONETSK PEOPLE'S REPUBLIC, VLADIMIR MAKOVICH, SAYING: "You have the right to choose - either go home or somewhere else or stay here continue your service. The choice is yours." In Moscow, Russian Foreign Minister Sergei Lavrov accused the U.S. of not helping Kiev reach a peaceful agreement. He says the United States is "pushing Ukraine to a confrontational path." But in Odessa, celebration despite the turmoil. A giant flag is unfolded for Constitution Day, that required some five hundred people to stretch it out. The celebrations come a day after Ukrainian President Petro Poroshenko signed a trade deal with the EU, which has been at the center of months of violence across the country.
