In Damascus, President Bashar al Assad is sworn in for a new seven-year term. SOUNDBITE: Syrian President Bashar al Assad saying (Arabic): "I am more optimistic that the conditions will return to where all of the country's loyal sons will return home." Assad, who has managed to cling to power in the face of a three year-civil war, was at times, defiant. He warned western and Arab states that they'd pay a "high price" for supporting terrorism. He had this message for rebels. SOUNDBITE: Syrian President Bashar al Assad saying (Arabic): "I repeat my call today to those who were misled to put down their guns because we will not stop fighting terrorism and striking it wherever it is until we restore security to every spot of Syria." His words came a day after Syrian rebels took hold of a section of Deraa ---and a key military base in the area. The fighters point to weapons and boxes of ammunition found inside, according to this latest video posted to a social media website whose content Reuters cannot independently verify. Securing this area is a victory --- but one in a war where wins and losses are fluid.
