The heads of Ukraine's Emergency Situations Service and the Dutch Police Mission in Ukraine say armed separatists are hampering work at the scene of the MH17 plane crash. The Organization for Security and Cooperation in Europe denies there've been any incidents. But Ukraine officials say investigators have been chased away. Dutch officials say the rebels are still making access to the site difficult. (SOUNDBITE)(English) JAN TUINDER, HEAD OF DUTCH POLICE MISSION IN UKRAINE, SAYING: "There are still some lunatics taking cautions (actions) that it is very hard for us to get to the bodies, to get to the remains. You call it terrorists, to me it is criminals but it is very nearly the same." More remains of the 193 Dutch passengers aboard the Malaysian Airlines plane shot down over Ukraine on July 17th arrived back in the Netherlands on Thursday. On the same day the Netherlands officially took control of the international investigation into the crash. The Dutch Prime Minister says those responsible for bringing down the plane should be prosecuted in the Netherlands. (SOUNDBITE)(English) DUTCH PRIME MINISTER MARK RUTTE SAYING: "There are various options. One is the international criminal court but for various reasons that seems less suitable for this type of situation and crime. Most likely, well, first we have to find out what has happened, who did it, and then I would be very motivated to have that done in the Netherlands." U.S intelligence officials now say they believe the plane was shot down by mistake by pro-Russian separatist rebels armed with a Russian-supplied missile. Russia's already facing more sanctions by the U.S. and Canada. The European Union is continuing talks on stepping up action on Friday.
