ROUGH CUT (NO REPORTER NARRATION)
Heavy rains swamped the Phoenix area on Tuesday (August 19) morning, drenching the roads and causing massive flooding.
Residents and commuters could be seen stranded on roadsides and bridges as floodwaters raced through the area.
A flash flood watch was put into effect until 12 p.m. local time. The floods prompted several calls for water rescues, according to local media.
The area was also hit hard last week with heavy rains and flooding.
