ROUGH CUT (NO REPORTER NARRATION)
Texas Governor Rick Perry is criticizing President Obama for his "dithering and debating" response to Islamic State militants in the Middle East.
Speaking at a summit in Dallas for the conservative group Americans for Prosperity, Perry said, "The deepening chaos in Iraq, Syria, Gaza, and Ukraine, all clear and compelling evidence the world needs a president who is not one step behind, who is lurching from crisis to crisis, who is always playing catch up."
Perry is considered a possible candidate in the 2016 Republican presidential race.
