European monitors in east Ukraine inspect a column of multiple rocket launchers, in the town of Artevemisk. The Ukrainian military is withdrawing its rocket systems from the front-line, as required in a European-brokered ceasefire deal that seems to be finally working. The head of the Organization for Security and Co-operation in Europe says the ceasefire is holding ... despite violations, and that those are mostly small arms fire. Russia and Ukraine have agreed to double the number of European monitors to 1,000 -- up from 500, although Germany's foreign minister says the real problem isn't the number of monitors .... it's the access. The ceasefire aims to end the fighting between rebels and government forces that's bedeviled east Ukraine since April ... and left well over 5,000 people dead.
