ROUGH CUT (NO REPORTER NARRATION) Cuba and the United States made progress in talks in Washington on re-establishing diplomatic relations and agreed to further discussions on conditions for re-opening embassies in Havana and Washington, the chief Cuban negotiator said on Friday. Josefina Vidal, director of U.S. affairs at the Cuban Foreign Ministry, spoke to reporters after two days of talks following last December's announcement that the countries would re-establish diplomatic ties severed by the United States in 1961 soon after Cuba's revolution. U.S. Assistant Secretary of State Roberta Jacobson said the Washington talks had been "highly productive."
