Faced with rising safety and security risks from a surge in unauthorized drone flights, the U.S. announced a new task force to develop recommendations for setting up a federal drone registry. Rough Cut (no reporter narration).

ROUGH CUT (NO REPORTER NARRATION) The Obama administration, faced with rising safety and security risks from a surge in unauthorized drone flights, announced a new task force to develop recommendations for setting up a federal register for unmanned aerial systems. U.S. Secretary of Transportation Anthony Foxx detailed how the registry would work at a news conference on Monday. He says the goal is to have the task force complete its recommendations by mid-November and to have some rules in place by mid-December. "The signal we're sending today is that when you enter into national air space, it's a very serious matter. This isn't riding your own ATV on your own property, this is actually going into the space where other users are actually occupying that space. And it is a matter of responsibility that we will take seriously and again there are penalties associated with failure to do so." said Foxx.
