Declaring 'new beginning,' EU and Turkey seal migrant deal

Turkey promises to help stem the flow of migrants to Europe in return for cash, visas and renewed talks on joining the EU. Jillian Kitchener reports.

Turkish prime minister Ahmet Davutoglu is calling it a "new beginning" for the uneasy neighbors. An agreement has been finalized between Turkey and European Union leaders, with Turkey promising to help stem the flow of migrants to Europe in return for cash, visas… AND renewed talks on joining the EU. Speaking in Brussels on Sunday, European Commission President Jean-Claude Juncker says money will be provided for the 2.2 million Syrians now in Turkey: (SOUNDBITE) (German) EUROPEAN COMMISSION PRESIDENT, JEAN-CLAUDE JUNCKER, SAYING: "We're prepared to make available a sum of three billion euros; these three billion are not being given with no strings attached. They are ear-marked for use in a way to be determined jointly with the Turkish authorities." Leaders say the money is intended to raise Syrians' standard of living to persuade more of them to stay within the Turkish borders -- hoping to avoid scenes like THIS. Also on offer to Ankara, is a "re-energized" negotiating process on Turkish membership of the EU… something Davutoglu says he is grateful for. (SOUNDBITE) (English) TURKISH PRIME MINISTER, AHMET DAVUTOGLU, SAYING: "All my colleagues in Europe, they agree that Turkey and EU have the same destiny as the members of the family of our continent and Turkish membership will be an asset..." Summit chairman Donald Tusk stressed the meeting was primarily about migration rather than improving Turkish ties… as Europeans struggle to limit the strain of taking in hundreds of thousands of Syrian refugees.
