In response to a voter at a town hall meeting in New York, Republican presidential candidate Gov. John Kasich says Republicans should have reformed health care while in control of Congress. Rough Cut (no reporter narration).

NATURAL ROUGH CUT (NO REPORTER NARRATION) STORY: Republican presidential candidate said on Thursday that the U.S. health care system needs to be reformed, and said Republicans should have done that when they had control of the U.S. Congress. Kasich was speaking at a town hall meeting in Watertown, New York when a woman said that she needed surgery, but the doctor she went to wouldn't accept the insurance she had obtained under the Affordable Care Act. Kasich said there were problems with the Affordable Car Act but that it can't simply be repealed, leaving millions of Americans with no insurance coverage at all. He added hat it was "amazing" to him "that the Republicans, when they were in control [of Congress], actually didn't do what they needed to do to reform health care." Kasich is battling to position himself as an alternative to party rivals Donald Trump and Sen. Ted Cruz. He has almost no hope of winning enough delegates to secure the nomination outright. But if he can succeed in blocking Trump from getting a majority, Kasich can make a case to convention delegates that he is more electable than Trump or Cruz, the conservative evangelical from Texas and, to date, Trump's most successful Republican rival.
