South Carolina Governor Nikki Haley has approved a bill banning most abortions after 19 weeks of pregnancy. The law allows abortions at the 20-week mark only if the pregnancy endangers a mother's life. The law also allows for abortions if severe fatal abnormalities will mean the fetus would definitely die at full-term birth. But it does not provide exemptions for pregnancies that result from rape or incest. Doctors who violate the law could face jail time. The South Carolina legislature passed the bill last week, making it the 17th state to approve such a ban. Opponents had rallied outside the statehouse urging the governor to veto the bill. A signing ceremony will take place at a later date.
