Another blow to Volkswagen after U.S. regulators reject a plan to recall 16,000 vehicles in California. VW wants to fix models made between 2009 and 2016 to cheat emissions tests. They include 3.0 litre diesel models from VW, Audi and Porsche. But California's chief air regulator said the plan was "insufficient", taking VW by surprise. He wants more time to gather data - until December at the earliest. (SOUNDBITE) (English) FIDELITY INTERNATIONAL, INVESTMENT DIRECTOR, TOM STEVENSON, "VW says the decision by California is just a procedural one and that negotiations continue and they will come to a solution. But of course this has dragged on for quite a while already and it will be great for VW and for VW shareholders obviously if we could move more decisively towards a resolution to this issue." The German auto maker has been making some progress with emissions-gate. Last month it reached a settlement with regulators and owners of 2.0 litre vehicles worth up to $15.3 billion. It will be keen to regain the trust of customers and investors. But it could still end up having to buy back the vehicles and that would cost billions.
