ROUGH CUT (NO REPORTER NARRATION) STORY: Republican presidential nominee Donald Trump launched an attack on President Barack Obama, saying the U.S. "has grown so weak that the Philippines have broken with decades of pro-American foreign policy." At a rally in North Carolina said, "The heads of the Philippines are so angry, he leaves for China, he is now negotiating with China we have been the Philippines practically forever, a very important strategic ally, and what happens, China and Russia are probably going to take it." Philippine officials sought on Friday to play down comments by President Rodrigo Duterte who announced his "separation" from the United States a day earlier, saying their country will maintain U.S. trade and economic ties. Duterte made his comments in Beijing, where he was paving the way for what he calls a new commercial alliance as relations with long-time ally Washington deteriorate. He told Chinese and Philippine business people at a forum in the Great Hall of the People that America had "lost now".
