ROUGH CUT (NO REPORTER NARRATION) STORY: White House Press Secretary Josh Earnest told reporters on Tuesday that if Congress doesn't move forward on the Trans-Pacific Partnership (TPP), American businesses would be at a significant disadvantage. "It is a significant missed opportunity for the American people," Earnest told reporters. "China is seeking to advance their own trade agreement with countries in this region that we know is going to further disadvantage U.S. businesses and U.S. workers." The TPP, which aims to cut trade barriers in some of Asia's fastest-growing economies and stretch from Canada to Vietnam, can't take effect without the United States. It requires the ratification of at least six countries accounting for 85 percent of the combined gross domestic product of the member nations.
