TOKYO, March 25 (Reuters) - Bank of Japan Governor Masaaki Shirakawa said on Wednesday the central bank could not rule out lowering interest rates to zero or adopting a quantitative easing policy.

“I cannot say that we will or will not adopt these policies in the future,” Shirakawa told a lower house financial committee. (Reporting by Stanley White)
