WASHINGTON, Aug 31 (Reuters) - The Trump administration will make a request to the U.S. Congress shortly for funds to help recovery efforts from Hurricane Harvey, which caused devastating flooding in Texas and Louisiana, White House homeland security adviser Tom Bossert said on Thursday.

The administration would make a second funding request later when more information about the needs of the recovery were known, Bossert told reporters at a White House briefing.
