Name Description

Brian Costello

Captain Brian T. Costello is President, Chief Operating Officer, Director of Avalon Correctional Services Inc., since August 2009. Captain Costello has more than twenty-five (25) years of leadership and management experience. He has knowledge of command, control and communications. Captain Costello served as the Wing commander and Deputy Wing commander for Strategic Communications, Wing One, at Tinker Air Force Base in Oklahoma City. Captain Costello was also responsible for maintaining a Lean/Six Sigma based process improvement program that focused on cost avoidance, theory. Captain Costello has served as the Assistant Chief of Staff for Plans and Policy for the United States Navy Central Command and the 5th Fleet of the United States Navy Bahrain. Captain Costello earned a BS in Operations from the United States Naval Academy, Annapolis, MD.

Donald Smith

Mr. Donald E. Smith is Chairman of the Board, Chief Executive Officer of Avalon Correctional Services Inc. Mr. Smith has served as CEO since the inception of the Company. Mr. Smith has owned, managed and developed a number of private corporations since 1985 to provide private corrections, health care and other related services. Mr. Smith has a Bachelor of Science degree in Accounting with minors in Economics and Business Administration from Northwestern State College. Mr. Smith was employed by Arthur Andersen & Co. for seven years prior to founding the Company.

Michael Bradley

Mr. Michael C. Bradley is Chief Financial Officer, Director of Avalon Correctional Services Inc. He accepted the position of Chief Financial Officer for Avalon Correctional Services in June 2004. Mr. Bradley has more than 15 years of experience in accounting and financial administration, as an auditor with Ernst & Young, LLP, and subsequently, as an accounting manager for the Williams Companies in Tulsa, Oklahoma, and most recently as the owner of his own consulting firm. Mr. Bradley has public company experience, including corporate compliance, project development and project finance. Mr. Bradley is a Certified Public Accountant in Oklahoma and Texas and holds a Bachelor of Science degree in Accounting from Oklahoma State University.

Patrick Sullivan

Mr. Patrick Sullivan is Vice President - Texas Operations of Avalon Correctional Services Inc. He has over fifteen years of experience in the field of criminal justice and security operations. He has experience in staff management, facility operations, risk management, and rehabilitative programs. He currently has administrative responsibility and oversight for the Company's Texas intermediate sanction secure and non-secure correctional facilities. Before joining Avalon, Mr. Sullivan was Vice President of Facility Operations, Unit Director for a multi-use secure facility, Operations Director, and Life Skills Coordinator for the Texson Management Group, Inc. Prior to Texson, he held positions as Captain at the Kyle Unit, Assistant Shift Supervisor, and Correctional Officer for the Wackenhut Corrections Corporation. He attended Sam Houston University in Huntsville, Texas, and San Antonio College.

Chris Villalobos

Mr. Chris Villalobos is Vice President - Oklahoma / Wyoming Operations of Avalon Correctional Services Inc. He has more than 14 years of experience in the fields of Criminal Justice and Community Corrections. He has experience in security operations, case management, staff management, program development, and in both inpatient therapeutic and outpatient supervision programs. He currently has Vice Presidential responsibility of the company's Oklahoma and Wyoming operations and has been assigned to New Project Development for Avalon’s Central Office. In 2011 Mr. Villalobos was selected to the Oklahoma County Sheriff’s Reserve Program as a certified law enforcement Deputy, where he serves enforcing Oklahoma’s laws by protecting and assisting the citizens of Oklahoma County. During his tenure with Avalon Correctional Services, Mr. Villalobos has served in numerous positions, including Chief of Security, Operations Manager, Assistant Administrator and Director of Community Placement while promoting through the ranks. Mr. Villalobos earned his degree from the University of Northern Colorado in Criminal Justice, where he competed in wrestling, earning NCAA All-American honors.

Tiffany Smith

Ms. Tiffany Smith is Corporate Secretary of Avalon Correctional Services Inc. She joined the Company in 1994 as the Public Information Officer and was promoted to Assistant Corporate Secretary for the Company in 1997 and to Vice President of Marketing and Communications in 1999. She is primarily responsible for responding to proposals in response to Federal, State and County government requests for proposals for all of Avalon’s existing operations as well as responding to new opportunities in additional states. Ms. Smith also developed and oversees the marketing of Avalon's Court Referred program in Oklahoma and Wyoming. She served as marketing manager for Eagle Picher Industries, a New York Stock Exchange listed company, prior to joining Avalon.. Ms. Smith received a Bachelors Degree in Business Administration, Marketing and Management from Missouri Southern State University.

Eric Gray

Mr. Eric Gray is Vice President, Corporate Counsel, Assistant Secretary of Avalon Correctional Services Inc. He joined Avalon as a Vice President in June 1999. He is responsible for supervision of the legal department as well as various other legal and administrative functions. Before joining Avalon, Mr. Gray had been a trial lawyer for many years and was the Managing Director and President of Gray and Goresen, P.C. He graduated in 1978 from the University of Pittsburgh, cum laude, with a Bachelor of Arts degree in Political Science. He graduated from the Oklahoma City University School of Law with the degree of Juris Doctorate, with distinction, in 1981. He is admitted to all State and Federal Courts in the State of Oklahoma as well as the United States Court of Appeals for the Tenth Circuit and the Supreme Court of the United States. Mr. Gray is a member of the Oklahoma and Oklahoma County Bar Associations. Mr. Gray currently serves as an active member of the Board of Directors of the Oklahoma Disciples Foundation. He also served on the Oklahoma Re-Entry Policy Council for the State of Oklahoma during its existence.

Rod Nixon

Mr. Rod Nixon is Corporate Counsel of Avalon Correctional Services Inc., since November 2007. He handles various issues, including litigation, administrative law, and transactional matters. Prior to joining Avalon, he was an attorney with Jones, Otjen, Davis & Nixon in Enid, Oklahoma. He received his Bachelor of Science from Oklahoma State University and his Juris Doctorate from the University of Tulsa, where he served as Articles Editor on the Energy Law Journal, earned CALI Awards in International Petroleum Transactions and Decedent’s Estate and Trusts, graduated as valedictorian, and was named to the Order of the Curule Chair. He is a member of the Oklahoma Bar Association and admitted to practice in the Northern District of Oklahoma, Western District of Oklahoma, and before the Tenth Circuit Court of Appeals.

Ryan Siler

Mr. Ryan Siler is Director - Special Projects, Manager - Policy Implementation and Standardization of Avalon Correctional Services Inc. Ryan provides oversight of policy, standardization and training for new employees, as well as the oversight of standardized policy implementation processes at all Avalon facilities. He is also responsible for the development and management of training standardization organized in three levels: Company-wide, State, and local. A core strength and service of Avalon is the Quality Assurance, Policy and Procedure and Training department. All segments are an integral part of Avalon’s operations, ensuring all contract requirements and required accreditation standards are met for all facilities. Ryan’s oversight and management of this department provides dedicated leadership, focused upon creating a detailed system of checks and balances for facilities to follow. He has over 13 years of experience in Public Relations, Marketing and Communications, Project leadership, Logistical Planning and Client Relationship Management. He graduated from the University of Tulsa with a Bachelor of Arts degree in Organizational Communication, where he also competed in Cross-country and Track, earning All-Conference 5 times and was the 1995 Missouri Valley Conference Champion, 10,000 meters and the 1997 Western Athletic Conference Champion in the mile run.

Mark Patton

Mr. Mark Patton is Director of Avalon Correctional Services Inc. He has over 25 years of experience in business and financial management. Mr. Patton worked with Merrill Lynch/Prudential Securities for over 14 years as a financial advisor. He implemented aggressive business development and relationship strategies for high clients. Mr. Patton increased assets under Merrill Lynch/Prudential Securities every year for 14 years. Mr. Patton was also the President and Owner of Drillmax, Inc. an underground construction company with primary contracts to Cox Communications and Southwestern Bell Companies. He currently serves as a land manager for Chesapeake Energy Corporation. He is part of a business development group where he supports asset team strategies and goals via various land functions. He was an arbitrator for National Association of Securities Dealers and has served as a board member for the Downtown Oklahoma City YMCA. Since 2002 he has served on the board of the University of Central Oklahoma Foundation. Mr. Patton received is BBA in Marketing from the University of Oklahoma.

Gregory Slavonic

Admiral (Retired) Gregory J. Slavonic is Director of Avalon Correctional Services Inc. Formerly he served as U.S. Navy’s Deputy to the Chief of Information in Washington, D.C., and Director of Public Affairs (Reserve). Admiral Slavonic served as principal to the Chief of Information with oversight and responsibility for all aspects of the Navy’s Public Affairs Program. In 1990, Admiral Slavonic was deployed to Operations Desert Shield and Desert Storm. He was assigned to the staff of General H. Norman Schwarzkopf at U.S. Central Command and served as the Joint Information Bureau in Dhahran, Saudi Arabia. Admiral Slavonic has over thirty years experience, both civilian and military, in all phases of media, public relations and crises communication. He has served on numerous boards and held many key leadership positions including co-chair for building the USS Oklahoma Memorial at Pearl Harbor. He has served as an adjunct professor at the University of Central Oklahoma and has taught leadership development courses. Currently he is a Principal Leader with Computer Sciences Corporation and is responsible for CSC’s public affairs and strategic communications. Admiral Slavonic graduated with a Bachelor of Science degree in Journalism and Broadcasting from Oklahoma State University and a Masters in Education from the University of Central Oklahoma.
