Nov. 13 - U.S. officials did not test the system for high volume of users who logged onto the healthcare website on the first day of its launch. Rough cut (no reporter narration).

ROUGH CUT (NO REPORTER NARRATION) Top government information technology officials are testifying to Congress on Wednesday that they're making headway on fixing, the broken website used to sign up for President Barack Obama's signature health insurance program. The website experienced technical problems at its Oct. 1 launch, after U.S. officials failed to test the system for the high volume of visitors who flocked to the site on its first day, a key U.S. technology official said on Wednesday. Henry Chao, deputy chief information officer for the Centers for Medicare and Medicaid Services, said, "We underestimated the volume of users who would attempt to concurrently access the system at any one time initially in October." Obama has pledged the website will work smoothly for most people by the end of the month, a critical deadline for Americans who need to sign up for insurance benefits that would start on Jan. 1.
