ROUGH CUT. NO REPORTER NARRATION. Britain won't be able to negotiate an agreement on its relationship with the European Union until all questions about its exit is finalised, according to German Chancellor Angela Merkel. "Dear colleagues, you might think that this is a matter of fact. But unfortunately I have to say clearly that I have the feeling some people in Great Britain still have illusions. This however would be a waste of time," Merkel told Germany's Bundestag lower house of parliament. Her warning comes ahead of the EU27 leaders summit on Brexit over the weekend in Luxembourg.
