After a week in which millions of Texans lost power and fresh water due to a prolonged cold spell, the former head of the Federal Energy Regulatory Commission (FERC) has said its time to look at whether federal rules governing the electric grid should apply to the state of Texas, even though it runs its own independent system. Lawyer and former FERC Chairman Cheryl LaFleur, now at Columbia University, assesses the way forward in an interview with energy reporter Tim Gardner.
