Tougher ID laws could give Texas voters headaches

Voters in the deeply conservative state of Texas could help determine the balance of power in Washington this fall -- but many of them could find it harder to cast a ballot. That's because the state has tightened a controversial photo ID law after years of court battles -- prevailing over civil rights groups that say the law falls most heavily on black and Hispanic voters.
